Abstract

The library is a storehouse of knowledge and wisdom that has accumulated in its resources. In the present electronic environment, no library is sufficient or can afford to subscribe to every scientific publication. Most of the libraries can afford f or little percentage. The open access m ovem ent can minimize this problem to a great extent. To be ‘ open access’ means to rem ove th e price tag and permission barriers to some extent (Saw ant, 2013). Open access is a means to provide access to the user (public library of science, 2005). Open access publications are freely and permanently available online to anyone with an internet connection. Unrestricted use, distribution and reproduction in any medium are permitted, provided th e author/editor is properly attributed (http://www .springeropen.com /openaccess).
