Abstract

Ours is a land of the young. Nearly 400 million women and men are below the age of 21. The nation's future depends upon the opportunity they get for a productive and healthy life. The French mathematician Condorcet rightly said, population will stabilize itself if children are born for happiness and not just for existence.
